Ma Card Yojana | Gujarat government health insurance: For the people living below the poverty line and lower income group. To avoid this vulnerability faced by the BPL population in Gujarat, Mukhyamantri Amrutam ‘MA’ Yojana was launched on 4th September 2012, by Government of Gujarat (An initiative of health and family welfare department). There are families in India who belong to Lower Middle Class and these people don’t come in a definition of BPL. They are not able to pay for critical illness. So, after reviewing a lot of stakeholders, the scheme was extended for all the families having an annual income of Rs. 1.20 Lakh per annum named “Mukhyamantri Amrutam Vatsalya” in August 2014. On October 2017 the limit for MA VATSALYA beneficiaries was increased 1.50 lakhs to 2.50 lakhs. According to the Gujarat Government Health Department, this is one of the best Gujarat government health schemes available for every citizen of the state of Gujarat.

This scheme provides free/cashless medical services to the people of BPL and those who earn 2.50 lakhs or less than that a year. All beneficiaries can avail claims related to….

  1. Neurological diseases
  2. Burns
  3. Poly-trauma
  4. Cancer
  5. Neo-Natal (new-born) diseases which cover 628 defined procedures along with their follow-ups
  6. Cardio-vascular diseases
  7. Renal (Kidney) Diseases

The sum assured per family is 2,00,000 per annum. Rs. 300/- is paid to the beneficiary as transportation charges for every instance of availing treatments from the impanelled hospitals. To avail the benefits of the schemes, every family has a QR coded card (quick response coded card). this card contains the photograph of the head of the family, Unique registration number, district name, taluka name, village name and Biometric Thumb Impression of all the enrolled family members. All the details are stored on a central server which can be fetched anytime. MA VATSALYA card is compulsory for everyone who needs treatment.

There is no insurance hence there is no scope for any intermediary to make illegal profits. All the expenses are borne by the state government itself.

Who is eligible under “MA” Yojana?

The beneficiary who is from Below Poverty Line (BPL) family and whose information is included in the district BPL list prepared by the State government rural development department and urban development department. The eligible family needs to come to the enrollment Kiosks and the identity of the household head needs to be confirmed by the authorized official.

  • Families are having an annual income up to Rs.2.50 lakh,
  • All urban & rural ASHAs (Accredited Social Health Activist),
  • Reporters
  • Fix pay employees of class-3 & 4 appointed by the state government

For the enrolment of the beneficiaries, taluka kiosks and city center kiosks are installed at the civic centers. List of BPL families is available on the official website based on their yearly income. They can avail the card mentioned above. Private hospitals, government hospitals, and standalone dialysis centers are impaneled to avail benefits of the scheme.

  1. This scheme is cashless, so there is no chance of beneficiary, falling into debt and unexpected expenditure of medical emergencies.
  2. Paperless claim processing for early claim settlement.
  3. All the hospitals are accredited by one or more authorized Governmental Bodies approved by the International Society for Quality in Healthcare.
  4. For smooth and transparent financial transactions of hospital claim, payments are done directly through RTGS by State Government.

Eligible BPL families list is made available under the online BPL search page on www.magujarat.com
website. The same list is used by the vendor engaged for enrollment under “MA” Yojana. For “MA Vatsalya” Yojana there is no pre-defined list of families. However, based on their income certificate (annual income up to Rs.2.50 lakh) the data of “MA Vatsalya” is generated and stored at the “MA” server. For the enrollment of “MA” and “MA Vatsalya” beneficiaries, kiosks at each Taluka and Civic Center have been established under the scheme. These kiosks are equipped with all hardware required for the collection of biometric information (fingerprints), photographs of family members, a printer to print MA/MAV card etc. The MA/MAV card along with an information pamphlet mentioning scheme benefits and list of empaneled hospitals is provided on the spot to the beneficiary family. Before the enrollment of a family each and every document of their eligibility is been checked by a designated Government Officer (Taluka Verifying Authority) and after his/her approval the card is been issued. The entire enrollment process takes maximum ten minutes. The card in a plastic cover along with the booklet is given free of cost to the beneficiary at these enrollment stations. In order to mobilize the maximum number of left out beneficiaries for enrollment State Government has also deployed Mobile kiosks in every district for a village to village enrollments.

The eligible beneficiary can avail cashless treatment in case of emergency and can get treatment only in Government / Grant Aid networks hospitals if the unavailability of MA Vatsalya card. Beneficiary need not have to pay any amount for the issuance of the card so it’s completely free.

Pradhan Mantri Vaya Vandana Yojna stands for senior citizens who are 60 years and above. it has been announced by Government of India on 4th May, 2017. in this scheme senior citizens will get guaranteed return of 8 %. PMVVY policy can be purchased on online as well as offline. LIC has collected 2705 crore since launched, LIC has sold 58,152 policies. PMVVY policy plan number is 842 and plan UIN is 512G311V01.

Eligibility Criteria for Pradhan Mantri Vaya Vandana Yojna   

Some aspects relates with this yojna are below:

  • Age Limit :PMVVY policy was announced based on the pensioners’s age. pensioner has minimum age is 60 years completed and maximum age is not define here. if pensioner’s age was entered incorrect then policy will be cancelled and the surrender value will be paid for it.
  • Policy Term : This PMVVY policy term is 10 years.
  • Pension Mode : The Pension mode are monthly, quarterly, half yearly, yearly. Mode of pension payment should be through NEFT or Aadhar enabled payment system.

  • Pension Benefit : Pension benefit is survival of the pensioner during the policy term. payment amount should be payable at the end of each period by choosing the mode, where mode are monthly/ quarterly/ half yearly/ yearly. Total amount of pension is 60,000.

  • Death Benefit : During the Policy Term of 10 years policyholder may death that time purchase policy should be refundable.
  • Maturity Benefit : At the end of the policy term of 10 years , the purchase price will refundable.
  • Policy Loan : After the completion of 3 policy years, Loan facility may available. The maximum loan should be 75 % of purchase price as a granted. in commercial year 2016 – 2017 the applicable interest is 10 % p.a. loan amount is recover from pension amount.
  • Surrender Value : During the Policy Term, pensioner may incomplete exit from policy by allowing the policy. like, pensioners are requiring money for the treatment of any critical condition of itself. in such cases surrender value payable is 98 % of purchase price.
  • Tax Benefits : On this policy Government of India wants to the rate of tax as applicable from time to time as per the tax laws. in the scheme are exempt from income tax under section 80C of Income Tax Act, 1961 the deposit was made. the interest is not free from income tax but the interest earned on the deposit. for this policy scheme TDS (Tax Deduction at Source) are applicable.
  • Rejection : Pensioner has been not rejection from this policy when any pensioner was suicide, you have to pay for policy when any pensioner may suicide.
  • Free Look Period : During the free look period of 15 days, if the pensioner is not satisfied with the terms and conditions of policy that time he / she may return the policy to the corporation. corporation should be canceled the policy and return purchase amount of policy to pensioner. corporation may deducting the charge for it.
  • Pension Mode : Pension payment mode are Monthly, Quarterly, Half-Yearly & Yearly. The first installment payment may paid after 1 year, 6 months, 3 months, 1 month.

Terms & Conditions of PMVVY (Pradhan Mantri Vaya Vandana Yojna) Policy 

  1. Assignments and Nominations : As per Section 38 of the Insurance Act, 1938  assignment as modify from time to time should be allowed. The pensioner go for the policy loan assignment in favor of LIC India should be in accordance with the policy was held by the corporation as security for the repayment of Loan and interest. the current provision of section 38 are a transfer or assignment of a policy of insurance, wholly or in part, whether with or without consideration, may be made only by an endorsement upon the policy itself. Nomination by the Pensioner is required as per Section 39 of the Insurance Act, 1938 as modify from time to time. The notice of nomination should be submitted for registration to the office of the Corporation. in registering a nomination the Corporation does not accept any responsibility to its validity.  As per section 39 of the Insurance Act, 1938, as modify by Insurance Laws Act, 2015.  where any nominee is a minor, it shall be lawful for the policy holder to appoint any person in the manner laid down by the insurer.  to receive the money secured by policy in the event of his death during the minority of the nominee.
  2. Senatorial Changes :  This policy are subject to variation in accordance with the relevant Legislation & Regulations. under this policy terms & conditions and benefits payable.
  3. Suicide : When any pensioner was suicide that time, Pensioner cant be rejection from this policy. in that situation or condition you have to pay for it and full Purchase Price shall be payable.
  4. Claim : At the office of the Corporation where this policy is serviced, the amount of policy expected to payable. but the corporation discretion at any time or any place of payment.
  5. Normal Requirements for Claim : Under this policy all the claim payments are paid through NEFT / Aadhar Enabled System. in case of death of the Pensioner the normal documents which the claimant should submit while lodging the claim. pensioner have to give original policy document, proof of title, proof of death, to the satisfaction of the Corporation. also the proof of age of the pensioner should be submitted to corporation. the Pensioner should submit the Life Certificate in the proforma of the Corporation or online “Jeevan Pramaan”. The
    pension payments should be released only on receipt of the Life Certificate. The Pensioner should be submit the discharge form that was along with the original policy document, proof of medical treatment of itself and proof of age. the pensioner should be submit the discharge form that was along with the original policy document and proof of age.
  6. Tax : If any imposed on this policy by the government of India Should be as per the tax laws and the rate of tax as applicable from time to time. in this policy tax pay should not be considered for the benefits payable.
