government policies for girl education in India:Kishori Shakti Yojna announced by Minister of Women & Child Development. this yojna stands for young girls for its development and girls become responsible citizens. this yojna aims to empower the girls who age are 11 to 18 year. this yojna focused on out of school girls. this yojna stands for nutritional, health status and upgrade skills like home skills, life skills and vocational skills. KSY provides nutritional and health education including sanitation and personal hygiene aspects. in life of women adolescence was crucial phase. this stage is intermediary between childhood and womanhood.

 

 

It seeks to provide young girls with an opportunity to realise their full potential.

Women and Child Development Scheme in India

This Kishor Shakti Yojna is a redesign of the existing Adolescent Girls (AG) Scheme being implemented as a component under the centrally sponsored Integrated Child Development Services (ICDS) Scheme. this new scheme extends the coverage of the earlier scheme with significant content like enrichment, strengthens the training component, particularly in skill development, aspects aimed at empowerment and enhanced self-perception. educational activities conducted by non-formal education pattern that is provided to adolescent girls. that’s gives physical, developmental and sex education to adolescent girls. Also, It gives free vocational training activities to adolescent girls for their economic empowerment.

The main large objectives of this yojna are to improve the nutritional, health and development status of adolescent girls, promote awareness of health, hygiene, nutrition and family care, link them to opportunities for learning life skills, going back to school. it help them to gain a better understanding of their social environment and take initiatives to become productive members of the society.

In the country Kishori Shakti Yojna covered total no of blocks 6118. This yojna provides ICDS infrastructure facilities. Our Government Provided 1.10 lakh financial norms per ICDS project per annum.

The existing AG scheme implemented by anganwadi centres in both area rural urban. where Anganwadi Centres for six-monthly learning and training activities. The Adolescent Girl who are unmarried and from poor family and who drop outs the schools. The main objective of this yojna is to increase self confidence, boost moral and dignity. Through KSY girls encouraged to initiate various activities to be productive and useful members of the society. adolescent girls are upgrade home based and vocational skills and they train and equip by them and women can get opportunities for learning life skills. KSY is supporting to improve women’s decision making capabilities and encourage a desire for more social exposure and knowledge. Through the non-formal stream of education, ksy provides the required literacy and numeracy skills.

Under the yojna would be intimated from time to time and the number as well as the specific ICDS blocks or ICDS projects to be covered. Under this yojna State Governments /UT Administrations may prepare Plan of Actions and share this with the Department.

Kishori Shakti Yojna Benefits

The Adolescent Girls Scheme has been sanctioned in 507 ICDS blocks throughout the country. The AG scheme was designed for 2 sub scheme.

  1. Scheme 1 : it stands for Girl to Girl approach. this scheme was designed for adolescent girls in 11-15 years group of age, where adolescent girls belonging to families whose income status is below Rs. 6400/- per annum. in this scheme adolescent girls was belonging from poor family got a definite preference in the identification process.
  2. Scheme 2 : it stands for Balika Mandal. this scheme is intended to reach to all adolescent girls in 11-18 years group of age where, family income level was irrespective.

AG Scheme with some modification and content enrichment was also experimented in other areas. Under the SIDA supported ICDS programme in 47 blocks of Tamil Nadu, modified AG Scheme was successfully implemented. Again in , State specific intervention for Adolescent Girls have been implemented. In World Bank assisted ICDS projects, the AG Scheme with additional inputs like deworming and IFA supplementation etc are also being implemented.

Adolescent Girls scheme was experimented in some areas with some modification and enrichment. Modified AG scheme was successfully implemented supported ICDS programme in 47 blocks of tamil nadu. states Rajasthan and Andhra Pradsesh invention for adolescent girls have been implemented specifically.

World Bank Assisted ICDS projects are in operation which have a specific AG component with some additional input in the some state. and in the project areas that components should be implemented as per administrative orders. per ICDS Project the interventions may be limited to the approved amount of Rs. 1.10 lakh per annum. through funds released for implementation of ICDS, the funds under the yojna will be made available to the States/UTs. Half-Yearly report will send by state govt. / UTs on the progress of the implementation of the yojna. By ICDS network Yojna would be monitored.

the State Govt. should prepare a proposal under ICDS Training programme( UDISHA) and send it to the Department for consideration when ome additional funds are required for vocational training purposes.

NSS (National Service Scheme) Service to the Nation

National Service Scheme was launched on 24th September 1969, 48 years ago. here 1969 year is Gandhiji’s centenary year.  National Service Scheme was sponsored by Indian Government. it is an public service program that was conducted by the ministry of youth affairs and sports of the government of India. Through community service, to developing student’s personality. in colleges and universities NSS is voluntary association of young people. in academic institutions  S. Radhakrishnan, recommended the introduction of voluntary national service. in January, 1950 this idea was again considered by the Central Advisory Board of Education (CABE) at its meeting. the board recommended that students and teachers should devote time to voluntary manual work after examining the idea and the experiences of other countries in this field.

In 1952, first five year plan adopted by the Government. by Indian students for one year was stressed the need for social and labour service. in 1958, the Chief Minister Jawaharlal Nehru considered the idea of social service as a prerequisite for graduation. Jawaharlal Nehru directed the Ministry of Education. that for to Education to formulate a suitable scheme for the introduction of national service into academic institutions. NSS be a pilot project in select institutions and universities.  rupees 5 crores to the NSS during the Fourth Five year plan.

In all states the Union Education Minister V.K. R.V. Rao launched the NSS at 37 universities On 24 September 1969. that has been extended to universities and all states ,also +2 level institutes in many states. The NSS symbol has been based on the giant Rath Wheel of the world-famous Konark Sun Temple called the Black Pagoda was in Odisha, India. in the NSS symbol wheel is stands for portrays the cycle of creation, preservation and release. The wheel signifies the movement in life across time and space. For social change the symbol stands for continuity as well as change and implies the continuous striving of NSS. In the wheel the eight bars represents 24 hours of a day. in NSS Red and Navy Blue colour are there, that describe below :

Red – it indicates that the volunteer is full of young blood that is lively, active, energetic and full of high spirit

Navy Blue – it indicates the cosmos of which the NSS is tiny part, ready to contribute its share for the welfare of the mankind.

For social transformation and uplift It stands for continuity as well as change and implies the continuous striving of NSS. NSS program aims to inculcate social welfare in students. NSS provide service to society without bias. volunteers learn from people in villages how to lead a good life despite a scarcity of resources, SS volunteers work to ensure that everyone who is needy gets help to enhance their standard of living and lead a life of dignity.

NSS Objectives

  • NSS is for to understand the community

  • NSS is to identify the problems of the community and problem involved to problem solving process.
  • In a sense of social and civic responsibilities to develop themselves.
  • Finding practical solution to particular or individual and community to utilise their knowledge.
  • Group-living and sharing of responsibilities to develop competence required for it.
  • In mobilising community participation, NSS to gain skills.
  • NSS to acquire leadership qualities and democratic attitude.
  • NSS is to develop capacity to meet emergencies and natural disasters.
  • NSS is for to practice national integration and social harmony

NSS Camps

Annual camps are known by name special camps. that is held annually. For the NSS camp fund by the Government of India. that is located at Rural and Urban areas. Such Activities involved in it :

  1. Cleaning Area
  2. Forest Area
  3. Social Problems, Education and Cleanliness.
  4. Rallies for NSS awareness
  5. Arrange health camp and inviting a doctor for health camp.

Here no predefined tasks. volunteers to provide service in any way that is feasible. Short and Large period camp was conducted by NSS.

  • ‘Youth for Rural Reconstruction’
  • ‘Youth for Eco-Development’

Some program was developed for national welfare like Bharat Scouts and Guides and National Cadet Crops (NCC) etc,. Volunteers are regularly Participates in some program are Blood donation, traffic control, queues in temples, preventing stampedes at functions and national conference to conduct white-paper and project presentations regularly.

Procedure of NSS Acceptance 

Voluntary based scheme is NSS. it was starts from standard 11th. The NSS volunteers will be enrolled from the first and second year degree-class students at college level. The students who are from Foreign but studying in Indian universities can join NSS. they may share the experiences of national reconstruction and community work. NCC cadets are not allowed in NSS, similarly NSS volunteer are not allowed in NCC or not any other. in two years duration NSS volunteer needs to devote a total of 240 hours social service. NSS volunteer has to devote 20 hrs of orientation and 100 hrs. of community service in every year. In NSS you can be enter without any type of cost. for Be NSS volunteer, you have to contact the NSS Program officer of your school/ college. NSS Enrolment are successfully completed. After the successful completion of required hours for NSS then issued a certificate. during admissions NSS volunteers can get some weight-age  in higher studies and other benefits as decided by the institutions/university.

 

NSS Structure for Different Level School / Colleges / States /Region 

At School / At College level

In NSS  college/+2 level is the grass-root unit. According to the strength of students an institution will be allotted NSS units. In consultation the number of units will be allotted by the Programme Coordinator with NSS regional directorate and state NSS officer considering the demands of the institutions. Normally, in unit the strength of volunteer is 100. NSS unit in-charge is a Programme Officer. For appointment as Programme Officer those are belonging to the teaching faculty and considered for program officer. under the supervision and direction of Principal of the college or head of the institution program officer is responsible for the organisation of NSS unit.

 

At University Level

In every university, NSS are there to supervise and coordinate NSS Programme in Colleges affiliated to it. In Universities, NSS volunteers strength is more than 10000 volunteer have full time program coordinators. In Universities, NSS volunteers strength is less than 10000 volunteer have part time program coordinators.

 

At State level

A State NSS Cell headed by the State Liaison Officer (SLO) coordinates the programme at the State level. For establishing the State NSS Cell the Government of India extends cent percent financial assistance.

 

At Region Level

In the country NSS Regional Centes have been established to maintain liaison with the State Governments Universities, +2 Councils and TOC/TORCs for the effective implementation of NSS Program. NSS Regional Centre is a subordinate field office of the Ministry of Youth Affairs & Sports which is established depending upon the volunteers strength and size of the state. it was headed by a Deputy Programme Adviser or an Assistant Programme Adviser. The Deputy Programme Adviser belong to Group-A grade of the Central Government Service.
