PMKSY (Pradhan Mantri Krishi Sinchai Yojana) Details, Guidelines, Online Application

ministry of agriculture scheme: The major objective of Pradhan Mantri Krishi Sinchayee Yojana is to achieve convergence of investments in irrigation at the field level, expand cultivable area under assured irrigation ( Har Khet Ko Pani), improve on-farm water use efficiency to reduce wastage of water. To enhance the state-of-the-art technology in precision irrigation (More Crop Per Drop) and other water saving technologies. To enhance the recharge of aquifers and introduce sustainable water conversion practices. The budget of 500 Billion Rs. in a time, span of five years has been allotted to this scheme. PMKSY is one of the cheap agriculture loan available by government of India.

PMKSY is a part of ongoing schemes i.e. Accelerated Irrigation Benefit Programme (AIBP) of the ministry of water resources, River development and Ganga Rejuvenation ( MoWR, RD &N GR ), Irrigation Watershed Management Programme ( IWMP ) of Department of Land Resources ( DOLR ) and the On Farm water Management (OFWM) of Department of Agriculture and Cooperation (DAC). The scheme will be implemented by the Ministries of Water Resources, Agriculture and Rural Development.

The overreaching vision of Pradhan Mantri Krishi Sinchai Yojana is to ensure to access to some means of protective irrigation to all agricultural farms in the country, to bring much desired rural prosperity.

OBJECTIVES OF PMKSY | PMKSY Guidelines

1.) Achieve convergence of investments in irrigation at the field level (Preparation at District level and if required, sub district level water use plans)

2.) Enhance the physical access of water on the farm and expand cultivable area under assured irrigation. ( Har Khet Ko Pani )

3.) Integration of water source, distribution and its efficient use to make best use of water through appropriate technologies and practices.

4.) Improve on-farm water use efficiency to reduce wastage and increase availability both in duration and extent.

5.) Enhance the adoption of precision – irrigation and other water saving techniques.

6.) Ensure the integrated development of rainfed areas using the water shed approach towards soil and water conservation, regeneration of ground water, arresting runoff, providing livelihood options and other activities.

7.) Promote extension activities related to water harvesting and crop alignment for farmers and grass root level field functionaries.

8.) Explore the feasibility of reusing treated municipal waste water for peri-urban agriculture.

9.) Attract greater private investments in irrigation.

Instead of incremental budgeting, PMKSY will adopt a dynamic annual fund allocation methodology that mandates States to allocate more funds to irrigation sectors for becoming eligible to access PMKSY funds. For this purpose:

  1. A State will become eligible to access PMKSY fund only if it has prepared the District Irrigation Plans (DIP) and State Irrigation Plan (SIP), excepting for the initial year, and the expenditure in water resource development for the agriculture sector in the year under consideration is not less than baseline expenditure. The baseline expenditure will be the average of expenditure in irrigation sector irrespective of state departments (i.e. creation of water source, distribution, management and application from State plan schemes) in State Plan in three years prior to the year under consideration.
  2. States will be given additional weight for levying charges on water and electricity for irrigation purpose, so as to ensure sustainability of the programme.
  3. Inter-State allocation of PMKSY fund will be decided based on (i) share of percentage of unirrigated area in the State vis-à-vis National average including prominence of areas classified under Dessert Development Programme (DDP) and Drought Prone Area Development Programme (DPAP) and (ii) increase in percentage share of expenditure on water resource development for agriculture sector in State Plan expenditure in the previous year over three years prior to it (iv) improvement in irrigation efficiency in the state.

PMKSY is to be implemented in an area development approach, adopting decentralized state-level planning and projected execution allowing the states to draw their irrigation development plans based on district/block plans with a horizon of 5 to 7 years. All states and Union Territories including northeastern states are covered under the program.

The state govt.’s share is 25% in PMKSY and the rest is borne by Centre, with an exception for northeastern state where the share of state govt. is 10%.

Pradhan Mantri Awas Yojana Online Application Form and Eligibility Details in Hindi: PMAY Home Loan also known as housing for all by 2022 (Modi Home Loan Scheme) is yojana released by our beloved prime minister shree narendra modi. PM Awas Yojana will be completed on at the end of 2022. PMAY is the best yojana created by any prime minister according to national building and construction association.

On 9th June, 2014 in his presidential speech, Hon. President addressed the nation in a joint parliament session that “By the time Nation completes 77 years of independence, every family has a pucca house with a water connection, toilet facilities, 24*7 electricity supply and access”. Honourable Prime minister envisioned housing for all by 2022 when the nation completes 75 years of independence. In order to achieve this, central government has launched a comprehensive mission “Pradhan Mantri Aawas Yojana- (Housing for All- Urban)”

The main aspects on which PMAY is conceived is…

  1. It aims to transfer slum areas by building homes for slum dwellers in collaboration with private developers.
  2. It plans to give credit linked subsidy to weaker and mid-income sections on loans taken for new construction or renovating the existing houses.

The project is to be implemented during 2015-2022, during which this mission will provide central assistance to implementing agencies through states and UTs for providing houses to all eligible families/beneficiaries.

Under this scheme (Prime Minister Housing Scheme), everyone who have ever wished for their own House, but could not make it for some reasons will see the dream of making it again. The Pradhan Mantri Aawas Yojana has recently expanded its scope to cater the housing need of the mid-income group, besides the economically weaker sections (EWS) and Low Income group (LIG). The scheme was originally made to cover people in the EWS (annual income not exceeding 3 lakhs) and LIG (annual income not exceeding 6 lakhs). But now covers the mid-income group. (MIG)

The scheme has four different levels on which eligibility is decided.


  1. EWS – income up to 3 lakhs
  2. LIG – income from 3.1 to 6 Lakhs
  3. MIG-1 – Income 6.02 to 12 lakhs
  4. MIG-2 – income 12.01 to 18 lakhs.

Apart from this, a family should be a first property owner and does not have a pucca house on any of his member’s name. otherwise they will not be eligible for the scheme. For EWS and LIG, it is mandatory for a female of the family to be the property owner.

Subsidy offered in this scheme is dependent on which income level you fall in. applicants with income up to 6 lakhs can avail a maximum subsidy of 2.67 lakhs. Applicants with income up to 12 lakhs can avail subsidy up to 2.35 lakhs, and applicants with income up to 18 lakhs can avail subsidy of 2.30 lakhs.

Documents Needed for Enrolment and How to Apply

  1. KYC Documents and passport size photograph
  2. Aadhar card is mandatory
  3. Salary proof or certificate & updated bank statements
  4. Income tax returns of last two years and bank statement for salaried employees
  5. Proof of income

You will have to register online through the official website https://pmaymis.gov.in/ that will be easy to track and manage the application. Then keep a hard copy of that application while going to housing finance companies or Bank. But first you please check whether you are eligible to apply or not.
